Problem:
The supplied package fails to load with an error indicating that the a parameter (id) is missing e.g:

Cause:
The Moodle site does not permit packages of this size.

Solution:
You must address the maximum upload size of your Moodle server.

This will require that you have access to edit the server php.ini, the Moodle .htaccess  or access to cPanel (if used on the server).
